If you have a real console with Parsec and two Joysticks, you may try the same and verify my theory. This obviously causes Parsec to "forget" the first shot of Joystick 1 after drawing it, and then do the fire action of Joystick 2. If everyone is looking at the action from Parsec (the host isn't looking at the original screen or you're on a cloud PC), it's possible the game itself is lagging. Parsec checks both joysticks, so this meant that when I pressed the fire button, Parsec got button presses from both joystick 1 and 2. When the game is frozen up, open task manager, then press windows key + D, the bottom bar should have popped up, now bottom right you’ll see a little black box filled with changing levels of blue (might need to click the arrow to open full menu).
